The government organizations usually take more time in taking a decision and their ultimate goal is also not obvious. Private organizations on the other hand are quick in decision making and clear in their ultimate goal. However, the government officials have proper justifications due to which the government authorities find it difficult to make a decision.

What are the different reasons due to which it is not easy and also time consuming for the government authorities to make a decision and clarify their ultimate goal?
